Effect Summary

User recovers the item it last used up.

Detailed Effect

Recycle allows the user to re-use a consumable item if it has already been used in battle.
If an item has been recovered through other means (such as Harvest or Pickup) it will count as consumed and can not be recycled.
Recycle can not recycle items that were knocked off or destroyed by Incinerate. A burst Air Balloon

can not be recycled.
Recycle fails if the user is already holding an item.
Recycle can be stolen by Snatch.
Recycle can not restore items lost through Bug Bite or Pluck but can recycle the user's berry if it was consumed through Teamtime.

In Gen 3 a held item becomes permanently lost if the user gets an item knocked off, then uses a consumable item and then recycles that consumable item.
The originally held item is then gone.
In Gen 3-4 the way the recycle check works is by field position, so a Pokémon can recycle an item that another Pokémon used earlier in its spot.
Recycle can not be stolen by Snatch
Items consumed by Fling, Bug Bite, Natural Gift or Pluck can be recycled.

Description

RS E	Recycles a used item for one more use.
FRLG	A move that recycles a used item for use once more.
DP HGSS	The user recycles a single-use item that has been used in battle so it can be used again.
PL COL B2W2 XY ORAS SM USUM LGPLGE SWSH	The user recycles a held item that has been used in battle so it can be used again.
