Detailed Effect
Topsy-Turvy inverts the
stat stages
of the target Pokémon.
Topsy-Turvy bypasses accuracy
and
evasion
checks to always hit except when the target is in the semi-invulnerable turn of moves such as Dig or Fly.
If the target used Swords Dance to raise their Attack
by two stages, Topsy-Turvy changes it do -2 stages.
Topsy-Turvy only affects stat stages and not other stat modifying effects such as the Speed
decrease from
paralysis

Abilities that interact with stat increases or decreases are not activated by Topsy-Turvy such as Simple having no effect and Defiant not being activated.
