Deals damage and has a higher chance to confuse the target when the recorded sound is louder.

Chatter deals damage and confuses the target.
Pokémon with the ability Own Tempo or behind a Substitute can not be confused.
Chatter can not be copied by Sketch.

• In Gen 4-5 Chatter has 60 power and the player can use this move outside of combat to record their voice.
  Chatter's chance of confusing is based on how loud the recording is, ranging from 1% (low), 11% (medium) to 31% (high).
  If the user has not recorded any audio, its chance to confuse the target is 1%.
  The recorded sound will then be used as Chatot cry. The recording is lost if Chatot is deposited in the PC.
• In Gen 4 the chance of confusing the target is not affected by Serene Grace.
• In Gen 5 Chatter can not confuse the target if the user has not recorded any audio and the chance to confuse ranges from 0% to 10%.
• From Gen 9 onwards this move can not be selected in battle.
