Detailed Effect

Anchor Shot deals damage and stop the target from switching out or fleeing as long as the user remains in battle.
Pokémon can still switch out with its own effects such as:

using a move that switches the user out (such as U-Turn or Baton Pass).
if it is holding a Shed Shell or Smoke Ball
the held Eject Button is activated.
the Trainer uses an escape item such as Poké Doll
if the target faints and the player is able to switch out the current Pokémon while playing in shift mode.

In Brilliant DiamondShining Pearl and from Gen 9 onwards this move can not be selected in battle.
