In the Gen 1 handheld games this move is not working as intended. It divides the user's critical hit ratio by 4 instead of multiplying it, making it strictly detrimental to use.
This effect can be cleared by switching out or being affected by Haze
In Stadium the critical hit ratio uses a different formula. The increase is based on the user's Speed and using a high critical hit ratio move while under its effect makes the move have a 99.6% critical strike ratio.
In Gen 2 Focus Energy increases the critical hit by one stage
