Pokémon with the ability Inner Focus or those behind a Substitute cannot be made to flinch.
If the target used Minimize before Dragon Rush will double in power and ignore accuracy

and evasion

checks to always hit except when the target is in the semi-invulnerable turn of moves such as Dig and Fly.

In Gen 4-5 Dragon Rush has no interaction with Minimize.
