In XY this move does not exist in the game data and no Pokémon that know this move can be transferred to one of these games from another game or the Pokémon Bank.
This is fixable by making the Pokémon forget the move beforehand.
In Gen 6-7 knowing Dragon Ascent allows a Rayquaza to Mega Evolve.
This is not the case if the Rayquaza is holding a Z-Crystal or only knows this move through Mimic.
In OmegaRubyAlphaSapphire the Delta Episode Rayquaza must be caught first.
