(if the target has not moved yet).
Pokémon with the ability Inner Focus or those behind a Substitute cannot be made to flinch.
If the target has used Minimize, Stomp ignores accuracy and deals double damage.

In Gen 1 the Minimize effect did not occur.
In Gen 2-5 accuracy is not ignored against Minimize

Description
